Topic pillar

Packaging

Packaging in food trade is two problems wearing one name: a technical problem about protecting the product to the end of its shelf life, and a documentary problem about proving the material is fit for food contact. This pillar collects both.

  • Regulation (EC) No 1935/2004 is the framework for all food contact materials; Regulation (EU) No 10/2011 is the specific measure for plastics
  • A written declaration of compliance is mandatory for plastic food contact materials at every marketing stage up to but excluding retail
  • Good manufacturing practice for food contact materials is set by Regulation (EC) No 2023/2006 and covers printing inks and coatings
  • Source-referencedEvery specification names the standard or authority behind it
  • Kept currentEach entry carries a visible last-reviewed date
  • Export-focusedImport requirements written for EU and global buyers
  • Documentation-readySpecifications, certificates and paperwork in one place

What this pillar covers

Packaging decisions in food trade fail in two directions. Technically, when a structure chosen at ambient is applied to a frozen or humid environment and the compression or barrier assumption turns out not to hold. Documentarily, when a competent authority or a customer asks for the food contact file and the buyer discovers the declarations sit with a converter it has never spoken to.

The material here is organised around both. The compliance chain sets out which instrument governs which material and what the declaration of compliance has to contain. The material comparisons set out how the common polymers and the common fibre formats actually behave. The labelling material, which is a separate legal regime from food contact, sits alongside because in practice the same person is asked about both.

The compliance chain

Food-grade packaging materials and EU compliance is the entry point. It covers the framework regulation, the plastics measure, good manufacturing practice, the declaration of compliance and what the packaging and packaging waste regulation added from August 2026.

What is a declaration of compliance and which materials count as food grade answer the two questions that come up first in a supplier conversation.

Choosing a structure

PE against PP against PA compares the three polymers that cover most primary packaging, by cold flexibility, barrier, seal behaviour and what the recyclability grading does to multi-material laminates.

Kraft sacks against carton boxes covers transport packaging: compression, the humidity derating that catches out cold-store operations, handling count and the minimisation rule.

Packaging requirements for frozen goods covers the frozen-specific requirements in more detail.

Labelling

EU labelling requirements sets out the mandatory particulars under Regulation (EU) No 1169/2011, allergen emphasis, quantitative ingredient declaration, date marking and the legibility rules. Who is responsible for the label and what language it must be in are the two questions private label buyers ask most.

How to use this

Write the requirement before the structure. State the storage temperature, the handling profile, the shelf life and the deterioration mechanism you are protecting against, then ask the converter to propose a structure that meets them and to supply the declaration of compliance for the exact structure it proposes. Verify the finished pack rather than the film datasheet.

Vorezan is an information platform. We do not sell packaging, convert film, test materials or certify compliance. Confirm the current text of the instruments named here in the Official Journal and obtain product-specific documentation from your supplier.

Frequently asked questions

Is there a list of food-grade materials?

No. Union law sets a general safety requirement in Regulation (EC) No 1935/2004 and harmonised rules for a limited set of material groups, principally plastics. Food grade is a documented conclusion about a material used under stated conditions, not a property a supplier can assert.

What paperwork should I hold for a pack?

For plastic layers, a declaration of compliance under Regulation (EU) No 10/2011 covering the actual structure and the actual conditions of use. For every material, evidence that the converter operates good manufacturing practice under Regulation (EC) No 2023/2006. Supporting migration data stays with the supplier but must be available to a competent authority.

Which film should I use for frozen goods?

Polyethylene remains flexible at freezer temperatures and seals reliably, which is why it dominates primary packs for IQF products. Where oxygen barrier or puncture resistance is the constraint, a laminate with a polyamide or ethylene vinyl alcohol layer is used instead. The comparison guide sets out the trade-offs.

What changes under the packaging regulation?

Recyclability requirements with a performance grading from 2030, recycled content targets, restrictions on per- and polyfluoroalkyl substances in food contact packaging, limits on empty space in grouped and transport packaging, harmonised extended producer responsibility, and conformity assessment with a declaration of conformity and retained technical documentation.
