EUR.1 is a movement certificate issued by customs authorities that proves the preferential origin of goods, enabling exporters to claim reduced or zero tariff rates under trade agreements such as the EU–Ukraine DCFTA.
In trade practice
A Ukrainian exporter applies for an EUR.1 certificate at the regional customs office, submitting evidence that the goods meet the applicable rules of origin, such as sufficient processing or a change of tariff heading. The certificate accompanies the commercial invoice and is presented by the EU importer at the port of entry to claim the preferential duty rate. A frequent error is applying for EUR.1 after the goods have already been exported; retrospective certificates are permitted under strict conditions but invite additional scrutiny.
In a specification
A purchase contract may require the supplier to provide a valid EUR.1 certificate for each shipment, with the certificate number referenced on the commercial invoice and the goods description matching the combined nomenclature code stated in the agreement.
