TIR Carnet is an international customs transit document, administered under the TIR Convention by the IRU, that allows sealed road vehicles to cross multiple borders with minimal inspection and without paying duties at each frontier.
In trade practice
A Ukrainian haulier obtains a TIR Carnet from an authorised national association before departure; the document is stamped at each border crossing and returned to the issuing body after delivery. Customs officers verify the carnet against the vehicle seal rather than physically inspecting the load, which reduces delays at busy crossings. A common error is failing to close the carnet correctly at the destination, which can trigger a guarantee claim against the issuing association.
In a specification
Purchase orders or transport briefs for cross-border road shipments may specify that the carrier must hold a valid TIR authorisation and present a correctly completed carnet at each border point.
