What France buys

France is a substantial frozen vegetable market and a growing destination for imported frozen fruit. For a Ukrainian supplier the vegetable side is usually the way in, and the entry requirement is technical rather than commercial: French buyers work from a written specification and audit against it.

The buyer types are familiar but the weighting differs.

  • Retail packers and private label houses supplying the large French chains. They set the specification culture for the whole market.
  • Food service distributors, buying wider portfolios with more tolerance on grade and less on delivery reliability.
  • Industrial users buying vegetables and fruit as inputs into prepared foods.

How the buying side is organised

The technical approval and the commercial negotiation are separate, and the technical one comes first. A quality department reviews the specification, the certification scope, the laboratory programme and the sample. Only when that clears does a purchasing desk discuss price and volume. A supplier who leads with price into a French retail-facing buyer is answering a question nobody asked yet.

Precision. The statutory baseline is the same across the Union, but French buyers convert it into a numeric specification and then enforce that specification.

Logistics and calendar

Around 2,200 km from western Ukraine to the Paris region by road reefer through Poland and Germany, five to six days door to door plus border time. EU entry formalities are completed at the Polish frontier and the rest is an intra-Union movement.

The calendar is set by two things that do not align: the freezing campaign, which is short for vegetables, and the retailer promotional calendar, which is agreed months ahead. Contracting therefore happens well before the campaign, and a supplier who cannot commit to that horizon supplies gaps rather than programmes.

  • Calibre is the product

    For vegetables the calibre distribution is not a detail. A load inside the food safety limits and outside the calibre range is a claim, not a delivery.

    If the technical file is only in English and the receiving quality team works in French, agree the numeric limits in a bilingual annex.

    Minus 18 C or colder throughout, with the short upward fluctuations permitted by Council Directive 89/108/EEC treated as an exception to be recorded, not as a working tolerance. Recording instruments and record retention follow Commission Regulation (EC) No 37/2005.

  • Contaminant and residue limits

    Maximum levels under Regulation (EC) No 1881/2006 as amended and pesticide residue limits under Regulation (EC) No 396/2005. Buyers usually ask for a residue testing plan rather than a single certificate.

  • Consumer information

    Mandatory particulars under Regulation (EU) No 1169/2011 for anything reaching a consumer, in the language of the country of sale. Bulk industrial packs carry the buyer's agreed identification instead.

  • Calibre and defect distribution in writing

    Agree the calibre distribution, cut length tolerance and defect counts as numbers with a tolerance, and against a retained sample. Adjectives are not enforceable and are the usual root of a French quality dispute.

  • French language consumer information

    Anything sold to a French consumer needs the mandatory particulars in French. Agree who prints what, and when, before the first pack run.

  • Certificates matched to lots

    A quality department that cannot match a certificate of analysis to a lot number holds the lot. Issue certificates per lot, with the lot code as it appears on the carton.
