Reefer Road Transport from Ukraine to the EU: Equipment, Paperwork and Timings

What an ATP-classified trailer has to do, how a loading is supposed to run, and where the hours are actually lost.

Almost all frozen fruit leaving Ukraine for the European Union travels by road in a mechanically refrigerated semi-trailer. The equipment is standardised, the paperwork is standardised, and the failure modes are boringly consistent: a trailer that was not pre-cooled, a loading bay that was not sealed, and a border queue nobody costed.

The equipment

International carriage of perishable foodstuffs is governed by the ATP Agreement, the United Nations agreement on the international carriage of perishable foodstuffs and on the special equipment to be used for such carriage. ATP classifies equipment by insulation and by the internal temperature the unit can hold against a specified outside temperature. For quick-frozen goods the relevant class is a mechanically refrigerated, heavily insulated unit able to hold minus twenty degrees Celsius or below – in ATP notation, class FRC. Equipment carries a certificate and a plate showing the class and the expiry date.

  • Ask for the ATP certificate number and expiry with the truck nomination, not after the load.
  • A curtain-sided or tilt trailer is not reefer equipment. It appears on quotes because it is cheaper. It is not an option for frozen cargo.

Capacity in practice

A standard European reefer semi-trailer takes 33 euro pallets on the floor in a single tier. Payload is normally in the region of 21 to 24 tonnes depending on the tractor, the fuel load and the axle configuration, and for frozen fruit in cartons on pallets the load almost always cubes out on pallet spaces before it reaches the weight limit. Plan on 33 pallet places and check the weight only for dense products such as pitted cherry or juice concentrate.

Pre-cooling and loading

The single most common cause of a temperature excursion is a trailer that arrived warm.

  1. The trailer is pre-cooled empty, with the doors closed, to the set point before it backs onto the dock. A unit cooling a warm box while it is being loaded is not cooling the product.
  2. The product is already at core temperature in the cold store. A reefer unit is designed to hold temperature, not to pull it down. It has neither the airflow nor the capacity to freeze a warm pallet.
  3. Loading happens through a sealed dock or in the shortest possible time. Every minute of open door in a Ukrainian July puts heat into the top layer of cartons.
  4. Pallets are stacked so that return air can move. Blocking the floor channels or stacking to the roof against the evaporator starves the return airflow and creates a warm pocket at the rear doors.
  5. The set point is recorded on the CMR note along with the requested carriage temperature.

Set point is not the same as product temperature. The recorder in the trailer measures return air. A product core reading has to be taken with a probe between cartons, and it is the reading that matters for a claim.

The transport documents

  • The CMR consignment note. International road carriage within Europe runs under the CMR Convention. The note records the parties, the goods, the agreed carriage temperature and any reservations made on delivery.
  • The export declaration lodged in Ukraine.
  • A transit declaration where the goods move under the Common Transit procedure, which Ukraine acceded to in 2022.
  • Commercial invoice and packing list.
  • The origin document used to claim preferential treatment, where applicable. The tariff arrangement between Ukraine and the EU has changed more than once in recent years, so confirm the regime in force at the shipment date rather than reusing last year’s clause.
  • Product documents: specification, certificate of analysis, and any certificate the buyer’s specification requires.

CMR carrier liability is capped by the Convention by weight, and the cap is low relative to the value of a full trailer of berries. If the cargo value matters, either declare a higher value under the Convention against a surcharge or insure the cargo separately. Do not assume the carrier’s liability insurance covers the invoice value.

Transit times that survive contact with reality

Driving time on the main corridors is the smaller part of the total. The variable parts are the border crossing, the driver’s rest obligations under EU driving-time rules, and the receiving window at the destination distribution centre.

Treat these as planning ranges, not commitments. Border waiting times on the Ukraine-EU frontier have varied from a couple of hours to several days depending on the crossing, the season and events outside anyone’s control. Quote a delivery window, not a delivery date, and agree in the contract what happens if the window is missed.

Where the money leaks

  • Demurrage and detention when the consignee cannot receive. A reefer standing with the unit running burns fuel and driver hours, and the carrier will invoice for it. Agree free time in writing. See who pays reefer demurrage.
  • Rejected pallets. One warm pallet at the rear doors can put the whole delivery into a quality hold.
  • Empty running. A carrier that has no return load prices the round trip into your leg. Corridors with balanced flows quote better.
  • Re-icing and re-cooling at a cross-dock. Every transhipment is an opening event. Direct loads cost more per kilometre and less per claim.

A checklist for the nomination

  • ATP class and certificate expiry
  • Recorder type, calibration date and how the download will be provided
  • Set point and permitted tolerance
  • Named loading window and named unloading window
  • Free time at both ends and the demurrage rate afterwards
  • Sealing procedure and seal number recording
  • Escalation contact for a unit alarm in transit
