TRQ (Tariff-Rate Quota) is a two-tier import mechanism under which a set volume of goods enters at a reduced or zero duty rate, while quantities above that threshold face the standard higher tariff.
In trade practice
Ukrainian exporters of grains, honey and processed fruit must monitor how much of a given TRQ has already been used in the current period before shipping, as exhausted quotas mean the full duty applies on arrival. EU importers apply for quota licences through the relevant competent authority; licences are often allocated on a first-come, first-served or simultaneous-examination basis. Failing to secure a licence before shipment is a common and costly mistake, as goods may clear customs at the higher out-of-quota rate.
In a specification
A sales contract may include a condition precedent stating that the agreed price is valid only if the shipment qualifies under a named TRQ and the buyer secures the corresponding import licence before the vessel or truck departs.
